Let me introduce to you the ins and outs of this matter: In September 2011, a seminar on the development of construction equipment leasing enterprises in Fujian Province was held in Xiamen, and the conference was dominated by some enterprises in Xiamen. High-rise buildings, which means that the scale of the original enterprise is not competent for the current construction scale. The province attaches more importance to this matter, let us make a written material. In March 2012, the Fujian Provincial Department of Construction issued a document on the implementation of the integrated management of construction hoisting machinery. The document stipulates the standards for integrated enterprises and requires all localities to gradually implement integrated work. Over the past year, we have also successively launched some enterprises, which have been approved and announced by the Fujian Provincial Department of Construction.

Everyone is bundled together as shareholders, which can reduce management costs. The effect of integration is not bad. Our construction machinery leasing company is the weakest and weakest on the construction site. This solves two problems: **, when companies conduct market business activities, the competition is very fierce, and they lower prices from each other, especially when the market is not good. Some companies put the price down to 20,000 yuan, including labor costs. How to do it at such a low price is definitely not acceptable. The integration is to improve the quality of our leasing companies. In fact, there is an advantage in bundling small businesses, which can stabilize market prices. Second, it involves the tax reform of leasing companies. If you are a construction company with only 5 or 8 pieces of equipment, who will recognize you? If you are included in the provincial and departmental building integration directory, you will be a construction company. Under this premise, Xiamen has already taken a step forward and has communicated with relevant departments to change the integrated contract into a professional subcontract for construction lifting machinery, which is directly included in the contract filing, and the tax to be paid in the future is the tax of the construction industry. . This contract was drafted by our association and our legal advisers. The discussion draft has been sent to the company, and we plan to summarize the discussion draft before the middle of this month and formally report it to the competent department and relevant units for the record. We also designed a letter of intent for cooperation. The general contractor must first sign a letter of intent for cooperation with the integrated enterprise as a bidding document to bid together. After winning the bid, it must sign a letter of intent with us. Once the letter of intent is signed, it has been certified and filed.


The second is through communication. When the bid is won, it will be listed in the bid-winning notice of the bid-winning unit together with the general contractor. This is because for the integrated enterprise required by the provincial department, the general contractor must sign a contract with the integrated enterprise, and the contract must be submitted when filing at the cost station. Inside.


The third is on-site supervision. During the on-site inspection of the supervisory station, if it is found that the equipment of the subcontracting enterprise announced is not his but that the construction unit finds someone else to install it, it can be ordered to be removed. We are now competing at lower prices, and we cannot control the market. "More monks and less porridge". Since professional subcontracting is implemented, it is necessary to establish an integrated integrity file. From installation to contract performance and on-site supervision, each site is responsible for subcontracting. Person in charge, in place situation , The service situation should be evaluated, and it is hoped that the evaluation will be included in the project bidding after one year. In the future, the quality of management will be linked to the integrity system, and the rating will be determined, and that level can be used for that type of bidding. Our next step is to establish an integrity file, that is, a credit evaluation, which includes the performance of the contract, the condition of the equipment, and the staffing and responsibilities.


For integration, we also intend to make suggestions to the provincial department: whether to issue a credit rating evaluation after integration, how to evaluate, and how to connect, these are not things we can decide, but we can provide reference materials, and the scale is relatively large. companies are more welcome. There is also the issue of manufacturing level. Since it is said that the market should be well controlled, I think the evaluation of equipment level is very important; there is also the safety performance of equipment, which is reflected in: every inspection and inspection fails for the first time, and it is qualified after rectification. There must be something wrong with the device. Through a series of data, and then rated the equipment out.


The next step is to consider how to achieve high quality and good price. The leasing company can’t say that the equipment is good. There should be something to evaluate the equipment. Then the industry association can offer a guide price, which can be the guiding basis for companies to negotiate prices. The premise is that the equipment must be divided into three, six, nine and so on. There is also the service life of the equipment: 1 to 3 years, 3 to 6 years, 6 to 9 years, 9 to 12 years, we first calculate it according to 12 years of scrapping, the old machine and the new machine are not reasonable at the same price. Regarding the testing institutions, we manage the site, and naturally the responsibilities and rights are unified. We have unified the corresponding measurement certification and qualification. The qualification issued by the competent department, the measurement certification approved by the Quality and Technical Supervision Bureau according to the Metrology Law, and the testing is ours. **The last line of defense.
